India’s new RAKSHA framework links defence diplomacy to exports and maritime security

India’s defence diplomacy is being recast as an industrial and security instrument, not only a channel for military-to-military engagement. The new RAKSHA framework sets a ten-year direction linking strategic partnerships and capacity building with indigenous defence exports and India’s role in the Indian Ocean Region.
