India's Javelin Deal Is More Than a Missile Purchase—and Less Than Technology Sovereignty

India has finally signed for a small initial batch of US Javelin anti-tank missiles. The more consequential development came two days later: Tata Advanced Systems was selected to explore final assembly and component production in India. The strategic question is not whether India can buy the weapon. It is how much of the missile's industrial and technological chain will actually move into India.
