The development
India and Belgium used Prime Minister Bart De Wever’s 2–4 September visit to widen bilateral cooperation across defence, semiconductors, critical minerals, artificial intelligence, space, renewable energy, maritime infrastructure and advanced manufacturing. The two governments announced a defence-ministry Letter of Intent covering regular exchanges, education and training, research cooperation and defence-industrial partnerships. They also agreed to deepen cooperation in the processing and recycling of critical minerals and to connect Belgium’s semiconductor research ecosystem, including imec, with Indian institutions and companies.
Why it matters
The significance is not any single agreement but the combination of capabilities. Belgium brings a concentrated research, advanced-manufacturing, chemicals, logistics and port ecosystem; India brings scale, engineering talent, a large industrial market and expanding semiconductor and defence programmes. Linking imec with India’s semiconductor ecosystem could help move cooperation towards process research, materials, packaging and advanced technology rather than stopping at equipment purchase. Critical-mineral processing and recycling address the less visible midstream of supply security, while defence research and industrial cooperation can connect partnership diplomacy with domestic production and export ambitions.
The Techadyant view
The partnership is promising because it reaches into the layers that determine whether a strategic industry can scale. Semiconductor sovereignty requires materials, process engineering and research networks; mineral sovereignty requires refining, recycling and reliable industrial offtake; defence sovereignty requires technology, finance, certification, maintenance and export markets. Belgium’s value to India is therefore not simply as a market or diplomatic partner. It is as a node linking European research, advanced manufacturing, critical logistics and industrial finance to Indian scale. The caveat is implementation: a joint statement and Letter of Intent do not yet establish a funded project, production line or technology-transfer commitment.
What to watch
The next proof points are signed project-level agreements and named institutions. Watch for an imec–India work programme with defined research areas, critical-mineral recycling projects with capacity and feedstock details, defence co-development or co-production proposals, and formal SFPIM–NIIF investment arrangements. The proposed maritime cooperation should be assessed through training programmes, port-modernisation contracts and technology deployment. The partnership will be strategically meaningful if it produces repeatable industrial links rather than a long list of sector headings.
