The development

On 7 October the Ministry of Defence announced that Defence Minister Rajnath Singh had approved a revised Standard Operating Procedure for the Indian defence industry's use of MoD proof ranges, field-firing ranges and laboratory test facilities. The ministry described the aim as simpler, transparent and industry-friendly access. The SOP lists the facilities held by DRDO, government quality-assurance agencies and the three Services, and sets out the procedure and formats for allotment and use, including how charges are calculated and paid where they apply.

Why testing access is an industrial constraint

A defence prototype cannot move to qualification and induction without proof firing, field trials and safety validation. A start-up or MSME may have the design but not the range, instrumentation, schedule or budget to produce the evidence a procurement system accepts. Delay at this stage burns runway and leaves the Services leaning on imported systems that already have a test record. The SOP does not create a new range; it changes price, scheduling, paperwork and dispute terms for the existing government test base.

What the reports do not say

  • Eligibility conditions or limits for the fee waiver, and the amounts normally charged.
  • How the quarterly slot is booked, whether slots carry charges, or what happens when demand exceeds three days.
  • How the conciliation clause works in practice, and any timelines.

The Techadyant view

This is a quiet but real reform. Earlier coverage looked at converting designs into repeatable production (S-094, the DRDO Missile ToT Scale Node) and at specific hardware milestones such as S-138 (JWALA) and S-146 (FPV drone procurement). This SOP sits before all of them, at the validation step where many private designs stall. It matters if it produces shorter queues, more repeat trials and faster qualification. A fee waiver alone cannot fix calibration, safety preparation or range congestion. Watch for utilisation of the quarterly slots, time from application to test, and repeat-test turnaround.
