The development

Speaking at the Society of Indian Defence Manufacturers (SIDM) annual conference in Delhi on 9 October, Defence Secretary Rajesh Kumar Singh set out where the ministry wants the industrial base to go, according to reports from Defence Watch and Indian Masterminds. Both paraphrase his remarks and carry no verbatim quotes.

  • DRDO would become primarily a research and development body, with production moving to industry except in specialised strategic areas. Reforms were described as initiated; the VijayRaghavan Committee's recommendation to consolidate the lab network into about 33-35 core centres is a recommendation, not a final decision.
  • Technology for conventional missile systems is to transfer to private industry for commercial production by November 2027. Techadyant covered the earlier opening of DRDO conventional-missile technologies to industry in S-074.
  • Final approval of changes to the Defence Acquisition Procedure is targeted before the end of 2026, aimed at cutting delay in trials, evaluations and cost negotiations.

The numbers, and what they are

Both reports carry an estimated $20-25 billion annual opportunity for domestic defence industry over the next decade, tied to the capital budget and the 75 per cent domestic share of capital procurement. Indian Masterminds says the basis of the estimate is not explained. It is a projection of what industry could address, not committed spending. Private industry is reported to account for about 24 per cent of defence production by value. Only Indian Masterminds reports a government wish for at least 50 per cent over time and a proposal to reimburse trial costs for start-ups and MSMEs; Defence Watch does not carry either, so we treat them as single-source.

Decided versus intended

The domestic share of capital procurement and private-sector ammunition licensing are already in place. The DRDO role change, the missile technology timeline, DAP revisions and any contracts are intentions with dates attached. None has been notified in the reports we read.

The Techadyant view

The useful part is the sequence: a clearer role for DRDO, test access for private firms (see S-147 on the revised test-range SOP), faster acquisition rules and then production technology. If the November 2027 date and the DAP timeline hold, that is a coherent path from design to production in private hands. The test is whether the DAP is actually approved this year and whether the missile transfer names recipients and terms. Until then this is a roadmap.
