Machilipatnam was identified as a VCIC node but not prioritised — ADB master planning was completed only for Visakhapatnam and Chittoor, so there is no VCIC-cluster construction or named tenant here. (Separate Machilipatnam port/SEZ activity exists but is not the VCIC node.)
